Knowledge Sharing: Enhancing Community Development Through Saemul Undong Model and Lingap Tuba, Benguet (11 November 2017)


Mr. Art Aro of the National Economic Development Authority (NEDA), imparted Korea’s community development model which is the “Saemul Undong” or New Village Movement to the beneficiaries of the National Housing Authority relocation project, local government unit, barangay workers, and teachers.  He shared Korea’s history and development as well as the factors why the Saemul Undong was successful in Korea:

  •  It motivated rural villagers with shared vision toward well-being;
  • It is based on partnership between government & community (Government-initiated bottom up approach); and
  • Focused on reforming perception & attitudes of rural people (We Can do spirit)

Further, replicating Saemul Undong in the Philippines will be beneficial to the communities because of the following reasons:

  • Community is important;
  • Forced savings because of deferred gratification;
  • Cooperativism/village enterprises;
  • Community Leaders as change agents;
  • Power of Cooperation; and
  • Strategic partnerships
